There are three disticts in Kigali: Nyarugenge, Gasabo and Kicukiro. More than a million people live in Kigali, which does not have sufficient water or cheap housing for regular Rwandans. There are problems with respecting those who are different, living on the street or disabled. Prostitution and especially unemployment and the lack of opportunities to build a propper life seems to be some of the major hurdles.
