EUROPEAN UNION (EU)
The EU (EuropeAid) sponsors various projects in Rwanda. Some are budget support to the GoR, others are for projects and they often shift from year to year. Grants can be awarded as donations to third parties that are engaged in external aid activities but it will take expertise and well written proposals (see more here). The EU, meaning the European Commission and the Member States of the Union, is the major aid contributor to Rwanda. 6 of the 27 EU Member States are represented in Kigali: Belgium, France Germany, the Netherlands, Sweden and the United Kingdom.

Purpose
- The main themes of cooperation will be access to basic services, promoting pro-poor growth and rural economic development as well as fostering national reconciliation and justice (ref. here).

- The EC's total allocation foreseen for Rwanda under 10th EDF funding (2008-2013) amounts to €294.4 million to address these priorities (ref. here). General budget support through the Millennium Development Goals Contract (MDG-C) to the country's Economic Development and Poverty Reduction Strategy (EDPRS) represents 60% of the budget (EUR 175 million). The two priority areas are rural development (€ 40 M) and infrastructure (€ 50 M). Additional areas such as governance, trade support and technical cooperation facility are also included in the programme (€ 25 M). To cover unexpected needs, EUR 4.4 million is included under envelope B (ref. here)
